Method 1:
I would suggest you to perform a SFC Scan and check if it helps.

a. Move the mouse to the right hand corner of the screen to get the charms bar.
b. Type command prompt. Right click on Command Prompt and select Run as Administrator.
c. Type the following command in the command prompt and press enter.

Sfc /scannow

d. Wait till the process completes, restart the computer and check.

Method 2:
Place the computer in clean boot and check for the issue.

How to perform a clean boot to troubleshoot a problem in Windows Vista, Windows 7, or Windows 8

Note: Once you are done with clean boot, please follow the section ‘How to reset the computer to start as usual after troubleshooting with clean boot’ under ‘more information’ in the article to put your computer back to normal startup.

Otra respuestas que dan es desinstalar el controlador y panel de control y bajar el controlador mas reciente.

I'm having the same problem since upgraded from Windows 7 to Windows 10.

VolPanLu.exe is an application of Creative Technologies for soundblaster sound boards. It controls de volume.

In my case, since the system has a Soundblaster Audigy I could find the Windows 10 compatible drivers for downloads in http://support.creative.com/

They have also for windows 8.0/8.1

Look if your sound board is a Soundblaster and download the drivers.

If you don not find the right driver for download, try to uninstall the original Soundblaster software and check if the original Windows drivers work well, normally after an upgrade the original drivers were changed by Microsoft Windows generic drivers and your system will work well without the old ones.

Y esta otra dice que simplemente lo deshabiluita de que arranque con windows.
just disabled the VolPanlu.exe in the startup, and kept the rest of my apps. I didn't use the app in the systray anyways. Login as with admin rights, right click taskbar, select Task Manager, select Startup tab, scroll down to VolPanlu.exe, right click the app, select disable.
