weno veo que sean puesto de moda estos hilos pero necesito vuestra ayuda para ingles: las q m vayan surgiendo os las pondre y si m las podeis resolver mejor q mejor

80 million euros were conditionally approved by the European Comission.

Entiendo que lo que quieres es pasarla a pasiva, el reported speech es estilo indirecto (Susan: "I have to go to have my hair cut" -> Susan told me that she had to go to have her hair cut). Y la frase viene a significar que la comisión europea aprobó condicionalmente 80 millones de euros (se supone que un presupuesto). Lo de condicional pues que no lo aprobó de forma definitiva, simplemente quedate con que es un adverbio y cuál es su posición en la frase.
si exacto es para pasiva no para estilo indirecto...estoy medio tonto...editando...

Significa "La nueva escuela llenará el vacío" (se supone que un vacío intangible...). Y sí, el participio de fill es filled, y la frase está bien, pero tienes que quitarle la coma: "The vacuum will be filled..."

Y la condicional última, pues condicional simple, es una condicional tipo II si no recuerdo mal:

"If the plan were outmoded, we would have to design a better one."
