A mi me pasa lo mismo, ayer instalé el SP1 RC, así que creo que puede ser eso. Además no sólo no se abre el panel de control si no que además no se abre el Windows Update y sólo me detecta 4GB de ram de los 8 que tengo lol.
Finalmente he encontrado dos soluciones para esto, las pego directamente:

"It's Microsoft's reduced functionality mode. Vista is locking people out of the control panel, etc to keep people from pirating. Here's how I fixed it.
Go to Start
All programs
Accessories
Right click on Command prompt
Select Run as administrator from pop up list
type cd\
should be at c:
type cd windows\system32
type slmgr.vbs -rearm
Full command should look like this:
c:\Windows\System32>slmgr.vbs -rearm
Hit enter
Get a box that says to restart
click ok and restart computer
when it restarts, reactivate windows and everything should work.

These steps resolved this issue for me:
Select run;
input "services.msc"
Scroll to and select "SL UI Notification";
on the left panel select "Stop"
Scroll to "Software Licensing";
on the left panel select "Stop"
[once the service has stopped]
Select "Software Licensing" once more;
select "start"
